i always write the chords first and then the lyrics trying to make them fit in the music. however i suggest you try to find a few chords, like a simple progression of four chords and then fingerpick them in some way like ABeBG or something similar, something easy to start that makes the song sound full of feelings and then, you can go into something more complex, but starting from that simple progression.
Whenever I try and write something I always try and have the riffs and a melody figured out first and work on the lyrics from there. I find it the easiest way to be honest. Try and work the lyrics around the music.
