When you're permabanned you can't post on the forums. When you're IP banned you can't view anything at all on the website.

Actually, you have one warning away from being permabanned. Being IP banned means you can't view any part of UG at all. The only thing you can see is a little message saying: "Sorry. The administrator has banned your IP address. To contact the administrator click here"
But I'm a badass so I got passsed that.
