The quote is from a 90s punk band named Aus-Rotten. It was actually a T-Shirt design, where it showed a dead man from some 3rd world, oil-producing country, will blood all around him as though he had been shot. Then, that quote was scrawled on the shirt. It's kind of rare to find these days since Aus-Rotten has broken up, but this site has it (small image, hard to make out, sorry):
